Definition of "Goverment Railway Authority"?

How would you define what a "Government Railway Authority is"? If it's merely government ownership, then Queensland Rail shouldn't be on the list. It's had a few name changes (to "Queensland Rail", and finally to "QR"), but it's remained in government hands since 1865. Johnmc (talk) 05:23, 25 July 2009 (UTC)[reply]
