The article needs to clearly state that the increase in incidents only applies to commercial airline aircraft. When considering all runway incursions, the number of runway incursions for the first two quarters of Federal fiscal year 2023 is down 10% over 2022 (this includes an extrapolation of the missing days in FY 2023Q2).
The Politico article that is cited as a source clearly makes this distinction: "The FAA’s data also includes incidents solely involving helicopters or general aviation aircraft, which POLITICO excluded from its analysis."
