Photo Copyright help?

I long ago submitted a photo for this article, it was a scan of a photo that was printed on the back of a Wisconsin Highway Map that was issued for 1981. I thought I had the right copyright info supplied but I must not have and it was removed by OrphanBot a few weeks later. I am admittedly a novice when it comes to photo copyrights, but I think it would qualify as a fair use because it was on a map issued for free distribution by the State of Wisconsin. Does anyone know if this would qualify as fair use, and how I would properly submit this image? If so, please respond here. Thank you!Bigfitz79 (talk) 02:23, 20 August 2009 (UTC)[reply]
