Outwith the UK and in the DMS IV and ICD 10 the term Mental Retardation is used. Within the UK the term employed (and still the current legal term in Scotland) is Mental Handicap.

"Within the UK the term ... is Mental handicap"? Good grief, that is absolutely wrong! I have worked in the UK in the field of advocacy and human rights for people with learning disabilities for nearly twenty years and I can assure you that the phrase "mental handicap" hasn't been current since the 1970s, and is seen as deeply offensive by most people!
