List of states not supported by linked article?

Hi all,

The linked article (https://www.themarshallproject.org/2015/04/27/blue-shield#.Etqk3UTYF ) lists the LEOBR in 14 states, while the wikipedia page lists 16. Is there an alternate source for Tennessee and Texas?

 Why is it always the rights of Blacks?  What about the rest of us?  Why isn,t it equal?  People have to protect themselves from

the crazy people out there wanting to hurt them. Should they just bowl down and let them walk all over them, What's the use of having people at all? What would us normal people do without them? Floyd was hi on drugs and he rested arrest. If someone tries to grab a police officers gun or tazzier or whatever they need to go down. People need to fear police so they will back off of abuse to them. Respect works both ways you have to give it to respect it.

Ok so the problem is the people , ignorance of what the real truth of the matter. Abuse's from the state should be held accountable for all their unlawful, unconditional, bad actions . I believe we need to make a stand to hold them in the same equal equations.
