Neutral or not. If someone wrote "A lot of poor black people live on Oakland's Eastside", it would be just as stupid. How about just immigrants, what difference does it make in this article. There are also immigrants who are not poor in La Courneuve. That doesn't mean they live in luxury homes, however. You could point out that hardly any La Courneuvean with Maghreb/African heritage owns a house. People in La Courneuve are almost all renters, due to the high rises etc.
