Right you are. I have revised Wikiproject Japan assessment to "Mid" importance.
Of course he's not historically so significant. But Kunisada Chuji, with his famous attributed line about the last night on Akagi-yama mountain, is a folk heroic figure portrayed in popular theater. Comparable to the thief Ishikawa Goemon performed in kabuki.
