In Norway, we hear more about Kola than any other part of Russia, and the place has always fascinated me and I much enjoyed reading the article. However, at the moment, it does not meet the good article criteria. There are lots of good and interesting stuff in the article, but it is far from complete. Particularly the history section has good coverage, although perhaps some more recent history would also be nice (20th century is very little covered). Overall, my main concern is the length and scope: Any article about an area (whether it be political or geographical) is expected to cover issues such as economy, demographics/population, transport, culture, nature, geography, politics/government etc. Some of these are mentioned either under geography and history, but the scope that I expect is missing. The lead only consists of a single sentence; instead, it should be perhaps three paragraphs or so.

For instance, you can take a look at Svalbard for another area which is rather vast, but mostly unpopulated. As far as I can see, the peninsula has a few settlements; these need to be covered. What is the population? In general, an article has to be as specific as necessary. If it covers a vast, largely unpopulated area, then the most suitable thing is to go more into detail. As an example you can mention how large some of the largest lakes are, where they flow. Also, more detail about the fauna and flora would be interesting: what types of trees dominate; are there any species unique to the area? On a slightly different note, what jurisdiction applies? Murmansk Oblast is mentioned, but are there subdivisions, such as municipalities or villages? You mention two, are they still in use, or have been abandoned. It would be nice to know things like their nature (what they "lived off of, economically"), etc.

Please correct me if I'm wrong, but after the definition of the peninsula, the border runs through Murmansk, so the city should at least partially be covered in the article, as should other major settlements in the area. There is also mention of the Kola Superdeep Borehole, but as far as I can see, that is not part of the peninsula. There are also some things which are not referenced. Everything except extremely basic and self-evident information needs a ref (for instance stating that it is Murmansk Oblast is okay without a ref, but stating where the border goes is not). Also, there are some very short paragraphs; these should never be less than three sentences. If you expand some more on the issues mentioned above and take a look at some other relevant GAs and FAs, I'm sure the article will get up to GA level with some work.
