Note that an article about a mayor has to have some actual substance to it, such as by going into detail about specific things she accomplished in the role, specific effects she had on the development of the city, and on and so forth. Just stating that she exists as a mayor, and then bulletpointing her election and re-election statistics like a résumé, is not sufficient — to pass WP:NPOL #2 as a notable mayor, the article has to have some depth to make it worth reading. This person is the mayor of Mumbai, which is one of the most important and largest cities in the world. At a glance it would seem that this role is equivalent to Mayor of New York City, Mayor of Karachi, or any similar mayor role for a big city.
I name drop Kishori Pednekar in a Wikidata video where I demo how to use Wikidata to identify the largest city in the world with a female mayor. In observing that Pednakar had seemingly no third party media coverage, I wrote to her email address and got no reply. At the time of election the government website still stated that she had what seemed to me a minor political position. I have lived in India and know a bit about the culture but am still American in the United States. I will not speak about individuals or say definitive things about Indian culture, but it seems to me that there are some high level government positions under intense pressure from any or all of organized political lobbying, organized crime, routine politics, and citizen protest. I really cannot explain the situation, but when a high profile person is publicly unknown, it may be intentional that the person be hard to access as their position may be under the control of some non-public force. I lived in New York City for a long time as well and I think NYC and Mumbai are comparable in some ways, but it is unthinkable to me that someone with no media presence could become mayor of NYC.
@Bearcat: I think it should be a rule that if someone is elected mayor of NYC, Mumbai, or becomes the president of the United States or Prime Minister of India but they have no third-party media coverage then they should still get a Wikipedia article through some special notability exception.
