PCA vs ICA

In the beginning of this article it says case filed in "Permanent Court of Arbitration". But at the end it says "Final award delivered by International Court of Arbitration". Wiki has two different pages for ICA and PCA. It seems confusing. Are ICA and PCA same? or different?
