Fair use rationale for Image:Shidehara TIME.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.
Please go to the image description page and edit it to include a fair use rationale. TIME Japan's 'Hottest Man Alive 1945'
[edit]During the first year of his term as prime minister, Shidehara (referred to in the magazine as SK) was selected by TIME Japan as the hottest man alive. The issue stated as follows
"SK has done it again. Not only has he taken the role of Prime Minister during these trying times in Japan; He looks fine as hell doing it! His wife is a very lucky woman. SK is very sexy. He has a kind and loving face, but under that suit he's bronzed and buffed to emaculate perfection. sometimes I leave my window open at night in hopes that my dream of SK climbing in comes true. His face is one that will not soon be forgotten. Not to mention his abs.
