This is a city councillor. This article goes into a remarkable amount of minute city detail, all with an aggrandising slant that appears to be for political promotion. The creating account appears to be an SPA that is suspected of running multiple sockpuppet accounts; I've asked for a declaration about whether they're paid or not.
