I have a question about this Kerner Commission. I am doing a paper on it and it says..... "The Kerner Commission concluded that automobile partols alienated officers from the community. How have departments taken steps to overcome this problem?? Has this been successful? Why or why not? I really dont know what to put....I am not to similar with this. I am not asking for a answer to the question. I just dont understand it. Can anyone help?
