As far as I know, Dowman coined the term "Radical Dzogchen". He interprets it as teaching Dzogchen regardless of religious affiliation. In contrast, the Dzogchen teachings in Tibetan Buddhism were/are traditionally given as the most secret part of the Vajrayana only to highly advanced disciples who have completed their ngöndro, for example.
