There is no significant evidence that Frank was particularly "brutal". One of the reasons Heydrich got the job instead of him. When Heydrich was assassinated Frank was called to Berlin for a conference with Hitler et al. Hitler was very angry and wanted terrible revenge. It was Frank who argued against this action (according to the Minutes of the conference in Documents on German Foreign Policy. Towards the end of the conference Frank was ordered by Hitler to telephone Prague with instructions to liquidate Lidice etc because police evidence had found that the village had sheltered and fed Heydrich's assassins. The operation at Lidice began at once and Frank was still in berlin. He did not "organize" it.
