Issue #35 - No nuclear war

This is awfully close to original research, but I contest the claim that issue 35 confirms in-series that it wasn't a nuclear war.

There is one soviet voice from the off claiming that I couldn't have been a war because they - presumably the Americans - wouldn't start one.
