[edit]- Title : The correct title of this article must be 'Complete Region-base Policy' in K League because that is the official title of the policy. On the page 178 of K League 30th Anniversary[1], the official book from K League mentioned "Region-base Policy Implemented" ahead of 1996 K League Season. Also Korea Football Association website's page on K League history, it says in 1996, K League implemented its 'Complete Region-base Policy' which is a complemented policy of previous 'Region-base Policy'".[2]
- Citations : Too many sentences are without citations. The parts must be deleted as there is no citation are as below - basically most part of the article.
- KFA and Korea Professional Football League officials were impressed with the J-League's disapproval of using National Olympic Stadium (Tokyo) and,
- they were looking to implement a similar policy in the K-League
- This warranted the construction of a soccer-specific stadium in Seoul.
- While the KFA and Korea Professional Football League wanted to spread football fever to the provinces - I see the references from official K League 30th Anniversary book, the website and KFA website are consistently mentioning as K League's motivation to implement 'Complete Region-base Policy'.
- This did not go down well with the affected clubs, which did not want to recognize the K-League's decentralization policy.
- Eventually, it necessitated the Korean government issuing an eviction order to the three clubs - the first reference is in breach of copyright law, as the editor linked to a private blog which taken photo of 'Best Eleven' magazine in South Korea. See Wikipedia:Citing_sources#When_not_to_cite.
- However, the government did guarantee that if the clubs built a soccer-specific stadium in Seoul, they could have a Seoul franchise and return to the city.
- Anyang LG Cheetahs were allowed to return to Seoul and the new Seoul World Cup Stadium at the cost of a small share of the construction fees (which turned out to be 15 billion wons, or at that time 15 million USD - the 4th reference doesn't contain any of 15 billion wons nor they are allowed to move to Seoul. The article says "Anyang LG is the first club which officially states its intention to move to Seoul while the city of Seoul is seeking the tenant among the existing professional clubs.서울시가 기존 프로구단을 대상으로 연고지 이전 공모를 하고 있는 가운데 서울입성을 공식적으로 밝힌 것은 안양 LG가 처음이다.".
- The league expanded by three teams by 2004 to fill the vacant stadiums with the Korean military owned Gwangju Sangmu and municipally owned Daegu FC and Incheon United. Bucheon SK finally moved from the Seoul Capital Area to the last remaining vacant football stadium for FIFA World Cup, Jeju World Cup Stadium, in 2006.

Decentralization policy in K League → K League Complete Region-based Policy – As above reasons, I moved the page with the requested name but the page name has been modified with no talk at all. Hereby I request this document to be renamed as 'K League Complete Region-based Policy' and protected from the further vandalism.
Statistically, searching in Naver News Library[1].[3], which is a Digital archive of 4 major news papers in South Korea: Kyunghyang Shinmun, The Dong-a Ilbo, Maeil Business Newspaper, and The Hankyoreh, 'Decentralization policy in K League'프로축구 서울 공동화 정책 or partial search has 0 result. Meanwhile, K League Region-based Policy프로축구 지역연고제 or K League Complete Region-based Policy프로축구 완전지역연고제 show 47 results.[2] Out of 47 results, The 1996 implementation of the policy which this document is describing - moving of 3 professional football clubs out of Seoul is covered up in 1996.[3] The quote "Also K League let the teams in Seoul to move out, LG decided to choose among Changwon, Daejeon or Anyang, Ilhwa will confirm after 16th of March."[4]

- Totly Oppose Term-K League Complete Region-based Policy is konglish by direct translation from the Korean word-완전지역연고제. K League front office also don't use Term-K League Complete Region-based Policy in English K League article. K League Complete Region-based Policy is a kind of korean style franchise system name.
But this article is about relocation policy of 3 football clubs based in Seoul. Focus on relocation all 3 clubs in Seoul to other cities by force. Not about K League's overall franchise system. Therefore K League Complete Region-based Policy is not suitable for this article title.
And Kingkenny also requested moving of Korean Wikipedia. From Decentralization policy in K League(서울연고공동화정책) to K League Complete Region-based Polic(완전지역연고제). But He agreed to keep artilce name - Decentralization policy in K League(서울연고공동화정책) in Korean Wikipedia
Finaly, Term-Decentralization policy in K League much more notable and this term was used in FIFA News before the creating of this article and frequntley used in English K League Books. But Term-K League Complete Region-based Policy was created by Kingkenny1967 in order to move title of this article just 1 day ago.

It's awkward that there is NO document in 1990s mentioning 'Decentralization Policy' AT ALL and K League didn't use the term in K League 30th Anniversary for the description of Seoul clubs moving out in 1996, but K League used the term ONLY ONCE on 307 page in the same book - the FC Seoul page, therefore it is a correct name. Policy attribute - Compulsary v Voluntary
[edit]There is a person who is trying to put 'compulsory' title to the main sentence. This is not a compulsory policy - K League 30th Annivesary. Seoul, South Korea: K League. 2013. p. 178. - K League 30th Annivesary BOOK 307P-Direct discription of this policy, said This policy was done by K League and South Korean Government and By this policy, 3 clubs are relocated. There isn't any description of club's voluntary will and agreement. Key point is that This policy was invented and implemented by K League and South Korean Government.

Please don't misunderstood. Agreement that you mentioned is just to accept execution of compulsory relocation order. Not mean that 3 clubs wanted to relocate spontaneously. 3 clubs had disobeyed policy in 1995. Therefore, South Korean Goverment ordered compulsory relocation again in 1995 October
Overally, This policy was definately compulsy. If you're right. Why did South Korean Govorment order relocaiton again?

Generally Professaional sports team relocation are done by sports teams' free will. But this relocation was done by K League and South Korean Government will. This is very important point of this article and compulsory or compell, forced - These words are key word of this article.
If you want to remove word compulsory or compell, force. Prove that Overally, 3 clubs were relocated voluntarily with reference. I can't find any reference which 3 clubs moved out voluntarily like Los Angeles Rams relocation Footwiks (talk)

No, No, In this case, Agreement is not important. According to below article, K League Front Officie said, If 3 clubs don't agree the decision, We force them out of K League, Send in agreement and relocation plan document to K League Front Office. 프로축구 지역연고 먼길인가? 서울 연고 구단들이 연말까지 서울을 떠나지 않을 경우 내년 시즌 프로리그에 참여시키지 않는다는 내부방침을 세우고 각 구단에서 서울 이전 계획서 제출을 요구하는 공문을 발송했다.

- July 1994, K Leageu was planing to move out 3 clubs. From this time, 3 clubs were under pressure. It's definatly oppressive. LOL~ All people and company can break agreement and contract. Because South Korean Government issued relocation order and K League announced that They will be excluded from the K League in October 1995. Actually, The 3 clubs were forced to surrender. - Reply First of all, K League committee, who wrote the agreement of moving clubs out of Seoul, is inclusive of the chief of these three Seoul clubs. Therefore, the decision of the committee reflected the opinions of these affected clubs.

- Secondly, these three clubs were considering to move out from Seoul voluntarily as per below citation. The subject of 'considering move out from Seoul' of this articles are Ilhwa, Yukong and LG.

In 1994, KPFL(Korean Professional Football League) announced they had a plan to relocate about LG, Yukong, Ilhwa based in Seoul.[10]
In same year, KPFL announced they had a plan to implement this policy by force if three clubs based in Seoul didn't select their hometown. It meant Seoul clubs didn't have their right of choice.[11]
This policy was supported by Blue House. In 1995, Blue House gave KPFL guidelines about relocating three clubs from Seoul to another city. Finally, Seoul clubs had no choice but to relocate another city because Blue House's guidelines is very powerful. So they couldn't refuse this compulsory policy. [12]
I'd like to give a question to everyone. Do you think three clubs based in Seoul relocated voluntarily or compulsory from Seoul where it's the biggest and capital city in South Korea to another city such as Anyang, Bucheon, Cheonan where it's a satellite city of Seoul? For reference, because of dissatisfaction about their past hometown, LG relocated from Chungcheong to Seoul voluntarily in 1990 and Yukong relocated from Incheon/Gyeonggi to Seoul voluntarily in 1991. - Comment: I have been expecting you, Rodrigo a.k.a. 'the Seoul Pair' with footwiki. You guys ruined the same document in Korean Wikipedia by Original Research(WP:NOR) under the belief of some doctrine that FC Seoul was compelled from Seoul and they fairly returned to Seoul. I think no matter what happened, they deceited the people in Anyang and that's why FC Seoul is the most hatred team in the league. Therefore it doesn't matter for me whether they 'forced out' or not - it matters that you guys are making Original Research and spreading your theaories over the web.

논점이 예전이랑 바뀌신 것 같은데 정확하게 주장하고 싶으신게 무었인지 한국어로도 기술해 주시기 바랍니다. 그리고 저는 위에 논쟁때부터 3구단이 동의 안 했다고 한 적 없어요. 서울 연고 공동화 정책에서 1996년 1월에 최종적으로 어찌됐든 3 구단이 공동화 실행에 동의했으니까 안양LG, 천안일화, 부천SK가 생긴것이고 이것은 팩트죠. 동의 안 했으면 계속 서울 3구단으로 남거나 아니면 해체해서 없어지거나 그래야죠. 그런데 저는 연맹이 주도한 공동화 실행에 3구단의 동의란것이 중요한 의미가 없다는 생각입니다. 왜냐면 동의 이전 1995년에 분명히 반대 의사를 계속 밝혔고 청와대 강제 지시, 연맹에서 리그 탈퇴 이런 강압이 있었으니 어쩔 수 없이 굴복한 것으로 명목상 합의일뿐라고 생각합니다.(총칼로 위협한 것도 아닌데 뭐가 강압이냐 이러면 저로써도 드릴 말씀 없고).... 계속 예를 들지만 종군위안부, 강제징용 이런것도 결국 어찌되었든 동의해서 계약서도 있고 댓가로 월급도 받았는데 결국 동의했으니 킹케니님 논리면 자발적으로 한게 되는건가요? 그러면 세상에 강제라고 그러면 붙일 수 있는게 뭐가 있을까요? 아무리 위협해도 이겨내거나 아니면 저항하다가 죽던가 해서 끝나거 버려야지....아무리 강압이 있어도 동의 하면 최종적으로 자기가 동의해서 한 것이니 자발적으로 한 것이 되어 버리는데....

There are stadiums with night facilites in Only 5-6 Major cities including Seoul, Busan, Daegu and so on. (For reference, 3 clubs were relocated in 1996, Ilhwa used Oryong Stadium which had no night facilities in new franchsie - Cheonan by 2000. Yukong decided the new franchise - Bucheon. But There isn't stadium. Therefore Yukong stayed in Seoul by 2000, LG also decided the new franchise - Anyang. But There isn't night facility, Therefore LG stayed in Seoul by 1996)
Commonsensically, 3 clubs don' have any reasons to leave Seoul Voluntarily. If so, Why did 3 clubs relocate from Seoul to other small cities?
At that time, South Korea was bidding for 2002 FIFA World Cup and competed for Japan. Japan's J League was very popular during 1993~1994. On the other hand, K League was not popular. Significant grammar issues throughout the article
[edit]Nearly the entire article is full of incorrect English grammar (and occasionally incorrect vocabulary as well). It seems that there has been significant disagreement in the past as to which terms should or shouldn't be in the article, so I don't want to just change vocabulary and grammar that may be relevant to that dispute. Since most of the sources used as citations are in Korean, we may need editors with a high degree of fluency in both English and Korean to fix the current issues on this article. I don't know whether we need to tag the article or go a different route to getting it fixed, but it definitely does need fixing. MojaveSummit (talk) 06:48, 10 February 2022 (UTC)
