1. I think you're trying to pad the lead out a bit too much. I'd remove the little bit about which pavement it's paved with. That's better left to sit in the RD.
2. Two consecutive sentences in the second paragraph of the RD begin with "the highway".
3. "Beginning terminus" and "Ending terminus" are ambiguous and should be changed because either could refer to either end of the highway.
