What the article needs, among other things, is a discussion of how southern leaders' opposition to the Jonglei Canal project, and its likely environmental impact on southern Sudan (now South Sudan), contributed to the outbreak of the second round of the Sudanese civil war in 1983 and galvanized leaders like John Garang.
