[edit]This unattributed sentence is entirely false. Not only was he not the first "Englishman" to discuss progressive taxation, it was a common talking point amongst Foxite Whigs in the 1790s generally, he was also not an Englishman. He was born in Glasgow to a Glaswegian merchant and the sister of his later teacher John Millar.
