Meeting the Information Needs of the American People: Past Actions and Future Initiatives is an official publication of the U.S Government and, as such, it is not subject to copyright. I am one of the authors of the report and a former deputy director of NCLIS (1998-2003). I can confirm that it was, and is, the intention of the authors, the contractor and the Commission that this publication be broadly available without copyright restrictions.
