Dr. Jay was a gubenatorial appointee to the California State Board of Pharmacy for ten years, from 1980-90. He was founder and director of numerous Substance Abuse Recovery programs in Los Angeles and in 1997 became a medical marijuana patient, Director of Los Angeles American Alliance for Medical Marijuana and national director in 2001. His credentials and experience make him an especially important proponent of medical marijuana.
