According to the University of Alaska System, Nolan became Speaker of the House in 1949. However, this title actually belonged to Stanley McCutcheon.

In the territorial legislature, the few special sessions that were held had different presiding officers than the regular sessions which followed or preceded. Nolan was speaker of the 1949 special session called by Gov. Ernest Gruening, which was eventually declared illegal by the courts. Frank Peratrovich was the Senate president for that session.
