I've changed the assessment from "Start" to "B" class. "Start" is nonsense for this comprehensive, learned, and well-written article, which certainly does not need "Substantial/major editing" or to have "most material for a complete article" added, per the definition of "Start class". "B" doesn't fit that well either, as it's by no means true that "Considerable editing is still needed, including filling in some important gaps or correcting significant policy errors," but it's the closest I can do. - Indeed. I'd like to find out what policy errors there are, as well as what gaps. This even explains things that the general footnotes we grew up with left confusing.
