Spelman's Race

Curious to know if Spelman was himself African-American, as it is never explicitly stated in the text. Usually such information can be gleaned from the "Early Life" section, but no such luck in this article. Since his picture is only a black and white drawing, no definitive conclusions can be made. Elector Eligibility

According to another Wikipedia article, Spelman's eligibility as a presidential elector in the election of 1872 was questioned. On what grounds were these concerns raised?
