Carroll was never Colonial Secretaty according to Wilson (p102) tho he was shown as Colonial Secretary from 20 December 1895 (amended). He was initially minister without portfolio, then "Native Affairs" and "Stamp Duties" Hugo999 (talk) 01:09, 20 December 2015 (UTC)[reply]
