[edit]There seems to be precious little about Gardner out there. His UK alumni page described the formation of ECSI as 1983, but that is far fetched; he didn't get a masters in mine engineering for another eight years. Watch out for https://departmentofinfluence.org, which doesn't seem to be very reliable. Rhadow (talk)
ECSI
[edit]I believe that it is relevant to Gardner's story that ECSI advertises services relevant to mining, including surveying, valuation, and environmental assessments. One offering is Cumulative Impact Assessments (CIAs), required of proposed surface mining projects to estimate their effects on waterways. It was a CIA that blew up and got Congress' attention.
