The dangers of consulting as few sources as possible, especially a source such as Political Graveyard which is too erratic to be considered reliable. Smith was the first president of the Anchorage Chamber of Commerce for a few months in 1915. I've found no other information related to his time in Anchorage. Not only does this make "co-founding" Anchorage out to be something vague, but obviously 1915 comes before 1924 and not after.
