References of first discovery

Here is a literature reference for absorption of radio waves (in this case cosmic radio noise) by the ionosphere: Shain, "Galactic radiation at 18.3 Mc/s.", Aust.J.Sci.Res., 4, 258–267, 1951. Are there any earlier (or better) references?
