"It was proclaimed in August 2011 under the Wilderness Protection Act 1992"

This needs to be rewritten for clarity. How does the Wilderness Protection Act of 1992 proclaim something in August 2011? I'm assuming that a governmental entity opined on the applicability of the Act in 2011, however the link is broken so I cannot confirm why, how, or by whom.
