Agree it doesn't seem worthy of G11, but it does basically present the sole perspective of those supporting the bill, so it's reasonable to consider it to have neutrality problems. IMO the bigger issue is notability. While I've removed the CSD tag, I suspect I wouldn't be !voting to keep it if it were nominated for deletion. Proposed state-level legislation rarely gets enough coverage to push past GNG, and doing a brief search just now didn't return much.
