WCSC-TV broadcast

I remember (when, I don't remember; probably in the mid 1990s) watching a news broadcast on WCSC-TV, the CBS affiliate in the Charleston, South Carolina area. one of the two long-time anchors, either Bill Sharpe or Debi Chard, mentioned the possibility of building I-73. I distinctly remember hearing that the road was supposed to travel from Charleston to Chicago (not Detroit). Is there any legitimacy in this "claim"? Are there any sources to cite to back this up? I-95 interchange

All I was able to find out is that someone who I contacted at the SCDOT talked with a project manager. There are no official documents, or at least none that anyone has found. No sources I can use.
