What is it?

The first sentence in the article needs to answer the question "What is it?". This is not only a guideline but it is also a sound article-drafting principle. Currently the first sentence says not "What is it?" but rather "Who established them, when, and why?" which are less fundamental questions. In fact I can't see that the former question is answered at all in this article. Here's one possible replacement:

International Law Enforcement Academies (ILEAs) are academies for training agents to aid in law enforcement across national boundaries.

That is to say, for training Interpol-like agents. Unfortunately as I know nothing about ILEAs I have no idea if that's accurate. Maybe this?

International Law Enforcement Academies (ILEAs) are police academies operated by coalitions of multiple countries in order to improve cooperation between their respective national law enforcement agencies.

See? It's unclear from the current state what exactly an ILEA does. Does it train Interpol agents and the like? Or does it train national police in a way that encourages international cooperation?
