Source for the statement that generally, transactions go through as supposed to?

Unfortunately, this is mostly OR or conjecture but these are basic facts. The first is that they get a short-term gain but in the long run they'd make lot more money because of commissions and business networking(co-investment by people of similar backgrounds or interest). Co-investment goes back thousands of years. The second is that you'd probably not want to make people with that kind of money angry. Third is that it's probably safe to assume that the people doing the larger transactions are well-known business owners in immigrant communities. Losing customers on your non-financial side of business would be painful.
I wonder if there's a credible study of fraud rates. It seems that you'd have to pick random agents but the agents don't exactly advertise in the Yellow Pages. Good Description?
[edit]Is the following article text really a good description of the IVTS system? It's really poor and the reader will be left more confused than before they read this text. Must have been copied and pasted by someone who doesn't know how it really works. "in a matter of few hours." - really!:
"The sender gives money to an IVTS agent and his/her counterpart in the receiver region/country acts as deliverer of this money. The sender calls or faxes instructions to his counterpart and the money gets delivered in a matter of few hours. "
