This article needs to be updated to reflect OMB Bulletin 15-01, which is available here: https://obamawhitehouse.archives.gov/sites/default/files/omb/bulletins/2015/15-01.pdf

I'm sorry I don't have the time to do so at present. And yes, some definitions did change. The Indianapolis MSA now includes Madison county, and there is no longer an Anderson MSA. Population updates

Population data from the United States Census Bureau may be updated either:

(1) Every ten years with data from the decennial United States Census, or
(2) Annually with data from the decennial United States Census and annual population estimates from the United States Census Bureau.

The following table shows when population data is available:
