The last section seems implausible to me. The TOTAL income deficit for the United States is $700B? [1]According to the census, there were 36.5 million people in poverty in 2006. Multiply that by the 2006 poverty line of $9800 and you arrive at an income deficit of $357.7B, almost half of the quoted figure. And that's just an upper bound on the income deficit. That assumes that everyone living in poverty is single and has no income. The actual figure is likely to be much less.
