Did Imperiali also invent 'his' quota or only the highest average method named after him?
[edit]Imperiali did propose the higest average method named after him (see his bill in 1920), but did he also invent the quota method named after him? I cannot find any primary source, any document by him proposing this quota system.----Bancki (talk) 10:46, 22 January 2016 (UTC)
valid fixed quota formula queried

but should not that be
[ is a number larger than votes/seats + 1 and lesser or equal to votes/seats-1].
that is, a valid quota cannot be equal to votes/seats+1 or you might have too many pass quota. it works in eleciotn systems becasue such would produce tie and election systems can handle ties
but mathematically you should not depend on a go-around.
and who sets out this formula for valid fixed quota anyway? don't see citation
