Did Imperiali also invent 'his' quota or only the highest average method named after him?

Imperiali did propose the higest average method named after him (see his bill in 1920), but did he also invent the quota method named after him? I cannot find any primary source, any document by him proposing this quota system.----Bancki (talk) 10:46, 22 January 2016 (UTC)[reply]

valid fixed quota formula queried

article says

a valid fixed quota [ is a number equal to or larger than votes/seats +1 and lesser or equal to votes/seats-1]

but should not that be

[ is a number larger than votes/seats + 1 and lesser or equal to votes/seats-1].


that is, a valid quota cannot be equal to votes/seats+1 or you might have too many pass quota. it works in eleciotn systems becasue such would produce tie and election systems can handle ties

but mathematically you should not depend on a go-around.


and who sets out this formula for valid fixed quota anyway? don't see citation
