Citizenship

He was born in Germany to American parents who were in the US military assigned to German at the time of his birth per what is in the article. Countries seldom impose citizenship obligations on agents and their family of foreign governments living there on official business. He was American at birth due to his US citizen parents and American for all his notable activities. He may have a right to German citizenship but nothing in article shows that he claimed it or that Germany is insisting he have it. As for the Expatriate claim that is never asserted for diplomats and military on assignment representing their country. See John McCain for a similar case of born outside US and he is never considered an American expatriate in either Panama for his birth and North Vietnam for the significant amount of time he lived there.
