merge to IP traceback
[edit]- The IP traceback article is completely technical in nature. This article discusses procedure and penalty (and it's light on those details, and no basis for their origin). It doesn't seem appropriate to merge with IP traceback. Maybe an article that discusses how ISPs associate names with IP address/MACs on their networks.
