I have put 4 citings which all talk about I'lam foundation and it's multi-language plat form, which include Militaintwire.com, MEMRI, Intelligence and Terrorism Information Center, and Eurasianet. Militantwire.com has made a whole article about it's translation services to the Islamic State to reach Jihadists - "There have been a number of pro-IS translation groups throughout the movement’s history, but I’lam has successfully distinguished itself by establishing a currently-active dark web channel — to act as a hand-to-track back-up in case its surface websites go under — and setting up a crypto wallet to raise funds anonymously." - Militantwire.com. Memri calls it a Pro-ISIS Media Foundation since it provides translations, but isn't completely affiliated with the organization, the Intelligence and Terrorism Information Center states - "Even after the collapse of the Islamic State, ISIS’s media network continued to operate hierarchically. Centralized control is carried out by a supreme media headquarters subordinate to ISIS’s leadership". Euraasianet also talks about the foundation stating - "The group’s second admin, I’lam Tajiki, primarily promotes the services of I’lam Foundation, which is the leading translation and distribution channel for Islamic State propaganda. Likewise, to ensure that followers are not lost when, inevitably, Telegram suspends channels, Al-Azaim released an instructional video on how to download the secure TOR browser and access the Tajik section of I’lam’s dark web platform.".
