Think maybe you need to add how alot of Independants who ran promising a change of government changed tunes and switched to HRPP when offered posts as Ministers or Under secretaries. In other words the majority of the population did NOT want HRPP back in but they got back in because they bribed representatives who had promised their electorate a change of government. Considering the name of the party it's a no-brainer that the article must point out its leader's stance against human rights for LGBT+ people: "My view as the leader of Samoa on this gay marriage issue is simple: There is no way, none whatsoever, that this issue will ever be considered in Samoa. The Samoan parliament would never consider a bill such as this, at least not in my time. .....
