[edit]After much consideration and research I have determined that Howard Smith does indeed meet the notability guidelines. I based this on Mr. Smith's relationship with the Redpath Lyceum Bureau, having given lectures alongside Dale Carnegie, and that his books were published by major publishers of the day, and are still for sale -- 74+ years after publication.
