The hotel was had made by Ferro Pagliai of the Pagliai family, which also included the very powerful Bruno Pagliai. It was donated to the Mexican government during WW2 because of political tension and networking for the Pagliai family. The Mexican Government used the much needed structure to house its military in the region, the military was combating some kind of bandits in the area. The owner, Ferro Pagliai Senior (otherwise known as Ferrucho) was also being held in the United States, despite good relations, because of his Italian citizenship, and Italy's involvement with the War siding with the Axis powers (however misinformed they were). Ferrucho Pagliai was later rescued by his brother Bruno Pagliai via helicopter.. with USA consent.
