The Adjutant General, as the Army Principal Personnel Officer, currently has responsibility for both developing personnel policies and delivering them. The post has sat within the 4 star Army Headquarters.
The ongoing Army Command Review is developing a revised Army Operating Model structured around a strategic 4-star headquarters responsible for policy, and two 3-star delivery commands (Field Army and Personnel Support Command). Under this new operating model the Adjutant General’s responsibilities are being split as follows:
Within the 4-star Army Headquarters, the Deputy Chief of the General Staff will provide overall policy direction as the Army Principal Personnel Officer and, below him, Director Personnel will own the development of personnel policies.
The 3-star level Commander Personnel Support Command will assume responsibility for the delivery elements of the Adjutant General’s portfolio: recruiting; individual training (officers and soldiers); career management and postings. The Command will therefore include the Military Secretary’s Organisation and the Army Personnel Centre, the Army Recruiting and Training Division and the Royal Military Academy Sandhurst.
For completeness, Personnel Support Command will also include the current Support Command (to be re-titled Regional Command) to provide the Army’s institutional support, including: civil engagement; cadets; Firm Base and Garrisons; Recovery Capability; welfare; and veterans, including the Regular Reserve.

Standing Joint Commander UK
[edit]It says Commander Home Command is https://en.wikipedia.org/wiki/Home_Command_(British_Army)#Standing_Joint_Commander_(UK) but a more recent news says Major-General David Eastman, Command Regional Command is 'Commander Standing Joint Command (UK)'. So who is who?
