– No need for prefectural disambiguation. Using searches through Special:PrefixIndex, there appears no other topics under the exact titles of these 5 uniquely-named Yamagata cities.
- Higashine (city) has garnered 140 viewers as opposed to 5 viewers of Higashine Station (as of 07/09/2020, Manila time) - obvious WP:PRIMARYTOPIC
- Kaminoyama (as a redirect) points to the article of the city itself. Three other articles bearing this name (with their readers as of 5:20 p.m. of 07/09, Manila time), are Kaminoyama Domain (233), Kaminoyama Castle (47), and Kaminoyama-Onsen Station (23). Nevertheless, even summing them up to yield 93 viewers, the viewership of the article of the city still exceeds them - 150. Another evidence of PRIMARYTOPIC.
- Obanazawa - no other topics with this name exist according to Special:PrefIndex.
- Sagae - 106 readers vs. 4 readers for Sagae Station
- Tsuruoka - 452 readers vs. the sum of readers for Tsuruoka Domain (108), Tsuruoka National College of Technology (17), Tsuruoka Stadium (1), and Tsuruoka Station (28) = 154 readers
The readership stats are based on the pages' page information details. The use of readership stats is based on the opinion of @Sitta kah: in an old RM discussion at Talk:Zamboanga City. Such usage of stats is, according to Sitta kah, a great way of determining the PRIMARYTOPIC.
I'm unsure about some other cities in Yamagata Prefecture, but I'm certain that Yamagata, Yamagata and Tendo, Yamagata fail <cityname> only format, lest Yamagata, Yamagata's notability would exceed the notability of its mother prefecture and another city of the same name in Japan, though MOS-Japan in practice tends to consider prefectures as "more important" than its cities, with the exception of internationally-notable cities like Osaka and Hiroshima.
This RM is also in accordance to the general consensus at "Wikipedia talk:Manual of Style/Japan-related articles/Archive 27#RfC: Mandatory disambiguation for Japanese places?," which agrees that uniquely-named Japanese cities do not meed provincial disambiguation.
