I do not believe it is appropriate here to attempt to use a non-free image within a month of the death of this person. Where is the evidence that anyone has attempted to get hold of a free-to-use image? We normally allow around six months for this to happen before uploading a non-free image. In the lede, it says "Khalaf served as the Secretary General of the Future Syria Party after working for many years in Rojava." It's not clear whether Rojava here refers to Western Kurdistan, or to the AANES. If the latter, it couldn't be many years, as the AANES has only existed since 2012.
