Spelling "Sörgel" vs. "Soergel"

I am curious about why the spelling "Sörgel" was chosen instead of "Soergel". My impression is that the spelling "Soergel" is what he actually used. I also have the impression that German names are supposed to preserve their original spelling. That is, although "oe" is often used to represent "ö", especially when the character "ö" is not available for some reason (on an old computer, for example), and although "oe" should be replaced by "ö" when it is clear that a source used "oe" only because "ö" was not available, my impression is that this replacement is not done with proper names. Poorly written and probably needs a rewrite or removal:

"While Sörgel was dreaming up this idea, he never took in to consideration how other countries would feel or even change. Take Palestine for example, Palestines land mass would increase by 50% because of the water levels dropping. Not to mention that Sorgel would have to go through multiple Middle Eastern countries to get to Africa where most of the major changes would take place."
