Health insurance cost for students

I think it is not completely accurate that students have to pay 357 € (or 89.37€) a month to get health insurance. As far as I understand, non-European students who are enrolled in an Austrian University (either Universität, Fachhochschule or preparatory courses to enter the University) are eligible to pay only 51€ a month for health insurance. I think the fee of 357€ only applies when you are neither working nor studying in Austria.
