It bears a Greek inscription, "Water is Best" attributed to Thales
However, the following web page implies this is no longer the case by using past tense:

Is there a Greek speaker who can give us a definitive answer? The photograph shows the text quite clearly. As far as I can tell, the text is ΑΡΙΣΤοΝ ΜΕΝ ΥΔΩ.

Apparently Pindar, Aristotle and others said the same thing. The exact phrase is: ΑΡΙΣΤοΝ ΜΕΝ ΥΔΩP It looks as if the last "rho" got cut off in the last post. It is visible on the photo. The inscription has clearly been restored since the time of the photograph (c. 1910) shown here: http://apps.buckscc.gov.uk/eforms/photolibrary/photoDetail.aspx?id=11357
