W.C. Fields

Question
[edit]My grandmother used to refer to the place she lived, a particularly dark and labyrinthine apartment block as "Harry Tate flats". Does anyone have any idea what this is a reference to? She lived there from the 1940s to the 1960s, in Cardiff.
